so basically this is a system that was set up by the state to end the 'bullying' and to have the student mingle out of their groups. it is to be anonymous, but you can reveal your idenity at any time. these letters are not monitored, so anthing written will not be view by the headmistress. whilt she does not agree with her non involvement she does urge student to post a letter and wait for a reply.
